It may be because your SIM card has not opened the call waiting service.
You can contact the operator of your SIM card to open this service, and then enable call waiting in the following ways:
Google Dialer:
Go to Phone app--Tap the three dots icon in the upper right corner--Settings--Calling account--Select the SIM card you are using--Other settings--Call waiting, and enable/disable call waiting.
vivo Dialer:
You can go to Phone app--Tap the three dots icon in the upper right corner--Phone settings--Call waiting, and enable call waiting.
Tips: When you use two SIM cards, it is normal that the other card cannot be called during a call. Currently, vivo mobile phones do not support Dual SIM card Dual Standby Dual pass.
