Blocked-call records may be available in the Phone app, but the location and availability depend on the dialer installed on your phone.
The instructions below explain how to check the blocked call log for each dialer type.
Google Dialer：
For models adopt Google Dialer, it's not supported currently.
vivo Dialer：
Go to Phone, click three-line icon at the button in the lower left corner of the dial pad--Blocked call log can display the Blocked call log.
